Degraded Mode Working System (DMWS)

Relevant RTS critical priority(ies):
Optimised train operations

When a Signalling system fails, a large number of train paths are stopped as a ‘fail safe’. Some of these train paths are actually clear and safe to use but information on the position and status of trains is not available to confirm safe operation and determine the safe paths and routes.

Degraded Mode Working System (DMWS) helps trains to start moving again after signalling failures. It does so safely, as the system is activated remotely, and rapidly, as the system can be implemented in minutes. DMWS doesn’t change the reliability of individual assets but it dramatically reduces the impact from asset failure in the signalling system.

Success has been achieved by collaborative working across industry and taking a holistic approach to the challenge of achieving better availability. Technology in the form of software is under development to underpin system-level improvements centred on:
– establishing and optimising temporary operating procedures;
– applying devices to remotely secure the fixed infrastructure;
– using existing communications equipment and systems, in particular the GSM-R cab radios and the existing radio network.

With the concept now proven and a validated model to assess the benefits from deploying it in specific locations, DMWS is progressing to a trial operational deployment on Western route in 2022. DMWS has the potential to save up to 25% of the annual cost of signaling system failure on routes where it is deployed. A key part of the R&D underway is to understand the optimal extent to deploy DMWS to drive best value for the railway and its customers.

The development of DMWS saw the first substantive use of the SBRI pre-commercial procurement model for innovating in the public sector, enabling suppliers to compete for the opportunity to develop new solutions against a challenge that cannot be fulfilled using products already on the market. DMWS’s success for advancing railway collaboration and innovation continues under an Innovation Partnership that plans for success by paving the way for seamless purchase and supply for roll out.
